Karthik (Arjun) is a straightforward RAW agent who is on the track of an anti-national group who are out to undermine the country. Karthik lives in Delhi. Sudha (Simran) daughter of Sarath Babu IG, Prison goes to Delhi to study fashion technology. Her brother Shiva (Shyamganesh) accompanies her. The Chennai police nab Ali, a dreaded terrorist behind the parliament attack and Akshardham Swami Narayan temple and lodge him in the jail. Now the story shifts to Delhi where Sanjay and two of his friends kidnap Sudha and her brother is forced to take them to Chennai under the pretext that they are his friends. They stay in IG �s house pretending as criminology students. They are assigned to meet Ali.
Karthik accidentally meets Sudha when she tries to escape from the terrorists and comes to know of her whole background. He enters IG�s house posing as a cook, after which the three militants have a tough time. How he exposes the ISI, which plans to rescue Ali and create communal tension in the state and emerges winner forms the rest of the story. Time and again �Action King� Arjun has proved himself in action films. Here in Ottran also he plays the role with natural ease and style. Simran comes in just a few scenes and song sequences and vanishes. Director Ilankannan, an associate of Shankar who takes credit for story, screenplay and dialogues has proved in the first film itself. The screenplay is carefully crafted which maintains the tempo of the film. Peter Hayen�s stunt choreography is worth mentioning. The only thing that spoils the pace of the film is the unnecessary entry of Vadivelu and Tejashri for a comedy track. K.S.Selvaraj�s cinematography is an added asset. Praveen Mani�s (from A.R.Rahman�s school) background score ensures the pace of the film. The song �Oru Paravai� is melodious.
